Leak Detection (F-Gas & ODS) and Issuance of Inspection Certificate (EDEC)

ClimaSolution undertakes leakage checks (F-Gas & ODS), repairs any damages, and issues the electronic inspection certificate. Below you will find detailed information regarding the RECORDING AND MONITORING OF EQUIPMENT containing fluorinated greenhouse gases and/or substances that deplete the ozone layer, based on Regulations (EU) 517/2014 and (EC) 1005/2009. The subsystem for recording and monitoring equipment containing fluorinated greenhouse gases of Regulation (EU) 517/2014 or substances that deplete the ozone layer of Regulation (EC) 1005/2009 is managed by the Directorate of Climate Change and Atmospheric Quality of the Ministry of Environment and Energy. The system aims to record all equipment units within the Greek territory subject to regular leak detection checks, according to Article 4(1) of Regulation (EU) 517/2014 or Article 23(2) of Regulation (EC) 1005/2009. Additionally, the system can monitor the compliance of operators with the prescribed emission prevention measures of the controlled substances in the same Regulations, through the annual collection of data on technical work performed on equipment units. Detailed Information: Equipment subject to regular checks a. Stationary Cooling, Air Conditioning, Heat Pump, and Fire Protection Equipment operating with a load >= 3 kg of substances that deplete the ozone layer of Regulation (EC) 1005/2009 is subject to regular checks according to Article 23 of the aforementioned Regulation, at the frequency specified in that article. b. Stationary Cooling, Air Conditioning, Heat Pump, and Fire Protection Equipment, Cooling Units in trucks and trailer refrigeration units, organic Rankine cycle, and Electrical Switchgear operating with a load > 5 tons CO2 eq of fluorinated greenhouse gases of Regulation (EU) 517/2014 is subject to regular checks according to Article 4 of the aforementioned Regulation, at the frequency specified in that article. Leak Detection Systems For equipment operating with controlled substances of Regulation 517/2014 (Fluorinated greenhouse gases) and with a load greater than 500 tons CO2eq, the installation and operation of a leak detection system are mandatory. If such a system exists, it is also subject to inspection at least once a year. Handling of Damages Equipment damage and consequent leakage of controlled substances must be repaired immediately and without unjustified delay. One month after the repair, a re-inspection must be carried out to ensure that the leak was effectively addressed. Maintenance of Records as required by Regulations For all the above regular and extraordinary tasks, mandatory records are kept, with details described in Article 6 of Regulation 517/2014 (for equipment operating with fluorinated greenhouse gases) or in Article 23(3) of Regulation 1005/2009 (for equipment operating with substances that deplete the ozone layer). These records are kept for at least 5 years and can be requested for inspection by competent national or regional authorities at any time. Annual Submission of Maintenance Data required by Greek Legislation In addition to the above record-keeping obligations arising from the Regulations, the Ministry of Environment and Energy has set up a system for completing and submitting annual Inspection Reports of equipment units operating with controlled substances since 2007. Specifically: a. According to Article 5 of Ministerial Decision 37411/1829/E103/2007 (Government Gazette B 1827/B/2007), Inspection Reports of Installations operating with controlled substances of Regulation 1005/2009 must be submitted, following the templates of Annexes III and IV of this Decision. b. According to Article 5 of Ministerial Decision 18694/658/E103/2012 (Government Gazette 1232/B/2012), Inspection Reports of Installations operating with controlled substances of Regulation 517/2014 must be submitted, following the templates of Annexes II and III of this Decision. Moreover, Articles 9 of both Ministerial Decisions provide for sanctions in case of non-submission of the above information by the obligated parties
