Steps to enroll in the Program

At regular intervals, a list of inclusion is compiled by the Beneficiary based on the protocol number of the integrated application (loan approval, where required) and is sent to the Investment Committee: Issuance of inclusion/rejection decisions for applications/ Electronic notification to the Beneficiary through the information system/ Notification of approval to the Financial Organization (where required).

The Beneficiary submits a declaration of acceptance of participation in the program (and its terms) electronically through the information system within a period of two (2) months from the issuance of the inclusion decision. In the case of selecting a loan, the signing of the loan agreement by the Beneficiary takes place within the aforementioned timeframe.

Supplier details are entered into the system (verification of active VAT numbers). Note that suppliers participating in the program register their details in the system to activate their VAT numbers. By signing the loan agreement, a disbursement of 70% of the loan is possible, constituting an advance for the implementation of the project. In cases where loan receipt is not chosen, an advance may be provided only through a bank system, to the supplier and for an amount not exceeding the total amount of the Beneficiary's own funds. In this case, the Beneficiary is responsible for the amount of the advance paid to the supplier, as the grant eventually received cannot exceed the amount resulting from the difference between the certified eligible expenses and the amount already paid to the suppliers with the Beneficiary's own funds. Suppliers and the Beneficiary are informed about the deposit of advances.

Implementation of interventions. 2nd Energy inspection / Issuance of the second certificate (B' PEA). After the issuance of the B' PEA, the Beneficiary or the Project Consultant enters the details of the B' PEA and the detailed information of the expense documents for the interventions into the system.

After the implementation of the interventions and the conduct of the second energy inspection, the following procedure is followed: The Beneficiary enters the certification statement for the completion of the project and the provision of program incentives into the information system, attaching the expense documents and other supporting documents of Annex X. The Beneficiary is informed by the information system about the final total eligible budget as well as the amount of own funds required to be paid to suppliers/contractors, in case the sum of the submitted expenses exceeds the final total eligible budget and/or the maximum expenditure limits of the program.

Verification of documents is carried out by the Beneficiary. Using the Information System and in accordance with the inclusion decision, the final total eligible budget of the project is formulated based on the submitted expense documents. The Beneficiary, upon confirming the payment of own funds by the Beneficiary to settle the expenses, informs the financial organization to disburse the grant and the full amount of the loan, as applicable, for the payment of credited expense documents (contractors/suppliers, etc.) and the payment to the Beneficiary of the corresponding amount for the settled expense documents.

Residential Building

The steps for participation in the program are as follows:

After a decision by the general assembly, a relevant application is submitted by a representative of the collective owners of the apartments in the information system. If it has been decided at the general assembly to use a Project Consultant for the application process, the representative enters the details and authorizes the consultant. Once authorized, the consultant, using their taxisnet codes, completes the application for the apartment building up to the stage before the final submission. The submission of the representative's application, as well as the individual applications from the apartment owners, is done using their respective taxisnet codes.

Each owner of the apartment building electronically enters their details. The financial information entered by the applicant in the application is cross-checked with taxisnet, and only if there is a match can the application proceed to the next stage. It is emphasized that the final submission, summarizing all the application details, is mandatory and is done by the owner/representative of the apartment building.

Subsequently, the representative of the apartment building or the Project Consultant enters the details of the Energy Performance Certificate (A’ΠΕΑ), the selected interventions, their respective costs, and the energy target to be achieved after the implementation of the interventions into the information system. The details of A’ ΠΕΑ are obtained from the corresponding energy inspection site. Finally, the representative of the apartment building or the Project Consultant electronically attaches the required documents to the application in PDF format.

A check is conducted for the completeness of the entries. If there is a deficiency, an update is provided for modification, otherwise, the application is submitted (temporary submission). Then, the apartment owners electronically accept the application, and subsequently, the representative submits it finally. The amount of the subsidy is committed upon the submission of the application for a period of 2 months, during which the loan approval process must be completed, or the applicant must decide to 'suspend' the application without taking the loan. The 2-month period is extended by 1 month in case the loan is not approved, and the applicant has submitted an application to another financial organization. It is noted that for special cases such as rented housing, recent property acquisition, non-obligation to submit a tax declaration, interested parties or spouses residing abroad, and other citizens for whom the cross-referencing of income and property information with the tax authorities is not possible, a check of the submitted documents is carried out by the Beneficiary for the classification of the applicant into the income category of Table 2.2.1 and the issuance of the inclusion decision. The six-digit protocol number is assigned upon the completion of the application submission by the interested party, and the relevant amount is committed before the completion of the above checks by the Beneficiary. In case of rejection of the individual inclusion application in the program (as well as the withdrawal of the inclusion decision during the acceptance/signing stage of the loan agreement), all applications are rejected. The reasons for rejection are communicated to the representative of the apartment building. To be classified as part of the entire building, new applications must be submitted by the owners whose applications have been rejected, and the owners whose applications have been rejected must participate in the project with their own funds.

Each owner, if they wish to take a loan, selects the Financial Organization agreed upon at the general assembly of the apartment building for a credit check. Collaborating financial organizations are obliged to complete the credit check within fifteen (15) days from the moment the interested party has selected in the information system that their application is 'active for loan receipt' and has submitted all the required loan documents. Interested parties, as well as the representative of the apartment building, are informed about the outcome of the check through the information system. In case of rejection, the interested party has the option to submit an application to another financial organization. It is noted that the interested party has the option, if they wish, to proceed with the initial application without a loan after the deadline set by the financial organization to complete the credit check.

In this case, the Beneficiary is responsible for the advance amount paid to the supplier, as the eventual grant received cannot exceed the amount resulting from the difference between certified eligible expenses minus the amount already paid to suppliers with the Beneficiary's own funds. Suppliers and Beneficiaries are informed about the advance deposits. Implementation of interventions. 2nd Energy Inspection/Issuance of the second certificate (B'PEA). After the issuance of the B'PEA, the representative or the Project Advisor enters the B'PEA details and the detailed expenses of the interventions into the system. B'PEA details are extracted from the energy inspection system. After the implementation of the interventions and the conduct of the second energy inspection, the following process is followed: The representative enters the certification statement for the completion of the project and the provision of program incentives into the information system, attaching the expense documents and other supporting documents. The Beneficiary is informed by the information system about the final total eligible budget as well as the amount of own funds required to be paid to suppliers/contractors, in case the sum of submitted expenses exceeds the final total eligible budget and/or the spending limits of the program. Verification of documents by the Beneficiary is carried out. Using the Information System and based on the inclusion decision, the final total eligible budget of the project is determined, taking into account the cost ratio of shared interventions recorded in the cost distribution form. Once the Beneficiary confirms the payment of own funds by the Beneficiary to cover the expenses, the Financial Institution is informed to disburse the grant and the entire loan, on a case-by-case basis, for the payment of credit documents (contractors/suppliers, etc.) and the payment to the Beneficiary of the amount corresponding to the settled expense documents. The loan and grant amounts for the payment of shared intervention expenses are allocated to the Beneficiaries. The Beneficiary, upon confirming the payment of own funds by the Beneficiary to cover the expenses, informs the Financial Institution to disburse the grant and the entire loan, on a case-by-case basis, for the payment of credit documents (contractors/suppliers, etc.) and the payment to the Beneficiary of the amount corresponding to the settled expense documents.
